Several years have passed since General Rastorguev (Andrey Chubchenko) was dismissed from the post of head of the Ministry of internal Affairs of St. Petersburg and the Leningrad region and dismissed.

Currently, Viktor Sergeevich works as the head of the security service in one of the St. Petersburg banks. Rastorguev's work is quite calm, he calls himself a "wedding General". At the same time, the police service "retired", of course, misses. He understands that he deserves more than just wiping his pants in the office.

At the same time, a series of mysterious murders takes place in St. Petersburg. An unknown killer brutally kills former police officers, as well as retired Rastorguev.

By and large, all the "retired" people do not know each other, they are not directly connected with anything other than their former service in the police. Someone quit at the time. Someone was fired. Someone was convicted and recently returned to the city from places of deprivation of liberty.

During the investigation of another murder, the investigators have a version that the killers are somehow connected with the city of Vyborg, located in the North of the Leningrad region, on the border with Finland, where the head of the criminal investigation Department, Lieutenant Colonel Rovinsky, recently died.

The leadership of the St. Petersburg police decides to use Rastorguev in their combination, and Viktor Sergeevich, after weighing the pros and cons, accepts this offer.

Once in Vyborg, Rastorguev realizes that the story is much more complicated than it seemed at first glance. The local government is closely connected with crime and the "stranger" from St. Petersburg, whom everyone considers Rastorguev, can not trust anyone from his environment.

And then Rastorguev turns for help to his former colleagues – major Kaplevich and captain Vaskov...
